CB Conditional version? Latest is 1.8.8; ensure you're up to date. Run "Tools" from CB Conditional backend to see if it can find any common configuration errors.
Your conditional is "One-Way". Ensure you've nothing else configured to show the field as it's possible something is showing the field directly after it's being hidden. Review browser error log when trying to trigger the conditional in profile edit to see if any fatal JS errors occur.

I've just released 1.8.9, please upgrade and confirm if issue persists. This may not even be coming from CB Conditional however as there's no further callstack to see what's making the call.
