Is there a way to add a "Confirm Email" email field under the email field in registration?

Nothing out of the box exists - it would have to be coded.

No it does not exist as far as I know.

You can turn on Ajax email checking if you want - this might accomplish the same result - making sure that the person does not mistype an address.
