I run a website that provides community resources to those who are in need of locating services. I would like to add something where when a user joins, they can claim a resource as their own. 
This will be much tougher to explain without being able to post a link to an example. There are websites that list restaurants and rate them. On those sites, you can click "Claim this Restaurant" or something similar if it is your restaurant and respond to people's comments as the owner. That is what I am trying to do on my site.

The only resource I can think of that you could potentially implement claiming for is maybe CB GroupJive Groups. Take a look at GJ below and see if maybe groups are what you're looking for and if so then it'd be possible to string together something using CB Auto Actions to request claiming a group to move ownership.

There is a group type called a Page that's meant to be used for business pages that doesn't have any user management or user joining functionality. That'd probably be the ideal type for this.

Alternative is to look into directory extensions for Joomla as some might have this built in.
