Do you mean how many users can you have with Community Builder? Unlimited, as long as your server can handle it. If you mean how many users can manage a CB community then it's also unlimited as you can have as many users as you want with moderator permissions.

Depends entirely on how many users you have and how many extensions or plugins you've installed. Everything has a resource cost.

It's not the number of users in the database - it's the number of simultaneous users logged in and trying to do something that will tax your hosting environment.

And this is not really a CB question - it's more of a Joomla CMS question.

The more traffic your Joomla site has, the better hosting you need in order to have descent performance.
