I need to build a membership site with discreet groups, each group having no access to each other. They need to be able to email the admin, and the admin will need to be able to email each specific group via an email blast, or reply individually. Each group will have access to their specific section of the website showing contracts and general information specific to that group. The default language will be English, but users will need an option for Spanish.

The overall purpose is to be able to administer and communicate with members of each distinct group (or everyone, when needed), not create a "community" in the sense of social media interactivity and posting by individual members.

This is a union website that manages many different worksites.

Can CB handle this?

You can probably use CB GroupJive for the communities aspect. Set them to Private and invite users or force them into the group using CB Auto Actions (or let them select their group during registration with GJ Auto Join field). Then for their profiles use forced privacy controls with CB Privacy to force them to Private. This should mean users can only interact with each other in their respective GJ groups.
