Main difference is the number of add-ons available.
Developer level basically gives you access to everything Joomlapolis offers (including CBSubs and templates).
Difference is that Developer level is for developers that support multiple customer sites.
Professional is for people working on their own sites.
The response times are the same - the scope is different.
So for people that have customers they would need developer level in order to be able to post support requests for issues they are having on their customer websites.
