Any advice would be welcome on how best to build this kind of function into our website.

Community Builder is free, so you can download, install it and test it.
Yes you can configure Community Builder to not show email addresses on user profiles and show an form for emailing.
You can also install the uddeIM private messaging extension that is supported by CB and just let peole send each other private messages (on site).
