I'm looking for a solution that will allow my members to refer people/companies to other members (individually or to the whole group).
I am currently doing this via Kunena Forum, but creating the user accounts is a real pain, and I need to hand this off to someone who's much less proficient in Joomla than me, so it needs to be a simple procedure to create a new member and be able to refer others to them.

Since reviewing your site, I think GroupJive might do what I need, which is:
Super admin can create new admins who can create new user accounts, that can only access one particular forum group.
1. when a new account is created, the new user has their own "refer to Kevin" sub-forum (for example) created within their main forum group.
2. this new user is made a moderator of their own sub-forum group so they can be emailed whenever a message is added there.
3. all new users are made a moderator of their groups general sub-forum so they can all be emailed whenever a message is added there.
