I was looking at the Developer membership and it says it includes a CBsubs developer license? What does that entail?
CB 2.3, CBsubs 4.3, PHP 7.1, J! 3.9.X

CBSubs Developer License:

Use this 50 user count license on all your customer proposal websites to quickly provide proof of concept scenarios and quickly close your rfp responses. Clients will need to purchase their own licenses when rfp is approved and development project starts
