License Clarification needed

Hello I'm looking to purchase a license for CBSubs. It states that I get one domain license and one test server (Localhost) I have a site that I'm working on, in the development phase at this URL Development site I have not yet pointed the server to this domain. Once this site is ready to go active the domain will be www.highmajorscoop.com (Which is now located on a different server) but until I'm ready to point the DNS to my server I have to use the URL that I linked above. My question is this. What domain name do I want to register the license under ( 69.94.33.208/~highmajo )? or ( www.highmajorscoop.com )?

Maybe this is a stupid question but I have to make sure that I can develop this site completely before changing the DNS - Please Advise!

It basically boils down to this. If I register the license under the name highmajorscoop.com. Will I be able to develop it using this URL ( 69.94.33.208/~highmajo ) until I'm ready to go live?

No need to register any domain name. The CBSubs license is a floating one so it will adjust and it will tolerate some overlap also when you are moving domains.

No need to worry about CBSubs license - just develop your website and CBSubs license can be used just fine on development/test/production environments.
