It's a little vague, but don't see why not. No CBSubs isn't going to provide all those features as it's a subscription management extension and not a mailing list or events extension by any means. So you'd need an events extension such as Eventlist and a mailing extension such as AcyMailing. CBSubs can certainly restrict access within a Joomla install or outside of a Joomla install with folderaccess integration (htaccess password protecting directories). For the discounting aspect I've no idea how you intend to charge for such events, but CBSubs does not have a coupon feature so it's not possible to discount purchases at this time without duplicating a plan and adjusting its price.
