I'm developing a site that is currently hosted on a dummy domain for testing. But the actual site will be a different domain name when it goes live. Can I do this with a 1 license purchase?

I would be able to provide live links to prove it if that helps the licensing.

Yes, each license allows a Development site and a Live site. ;)

Indeed it is, please read the documentation in full and recommend trial and error until you've a configuration that meets your needs. CBSubs is very powerful thus also complex. I advise taking your time. :) However, if you're to run into any issue then please let us know (ensure you create new threads in appropriate boards with appropriate subjects).
