Ik have 2 usergroups with there own administrative usergroup above which can edit the users below.

When i'm logged to the backend as user manager MSG members and i see all the users instead of only the users in the same group or the groups below.

When i click on a user which is not in the same usergroup i get the message "You cannot edit a `member`. Only higher-level users have this power".

I have set the correct access rights

So the access seems to be right but why can't i see these users?

I have recreated this issue on a clean install of joomla 3.5.1. If you want to see i can give you access to this test joomla.

Not sure this is a bug.

Can you try same test in Joomla user manager?

When i go to the joomla user management i can also access all users and even edit them all.

These seems to be a problem of joomla. My group structure and access rights seems to be ok

So looks like it is a configuration issue with Joomla iteself.

Suggest you get the Joomla part working and then the CB part should work also.
