Integer Field Not allowing entry of integers that meet defined range was created by

I am having issue with user registering and adding in a Zip Code . I have entered a 5 digit number and keep getting an error that it is not between 1-15 It is displaying an error as Year:17815 is not between 1-15 and it clearly is not sure where it is pulling the Year from. The field is set in the backend to be an Integer. The is with the latest build of CB 1.9.1
