Looking for Multiple User Uploader

Looking for Multiple User Uploader was created by dfritzke
I would like to find a tool to upload a CSV or XLS of new user details. Then have the system email the users with their new username and temporary password. Editable Messages in HTML format preferred.

Any assistance would be appreciated.

I am looking to go the other direction. I have the list but would like to Create the users.
