Mod to display news based on a field value

Hi,

I'm looking for a module to display a news based on a field value

for example if the birthday field is equal to the current date : display a birthday message

or if the number of forum posts reach 100 : display a special message

or if a field is defined as a "first-time" flag, display a special welcome message for the first connection of a brand new registered user (that would mean that the module would be able to reset the flag field)

Does anybody know if such a module exists ?
