Standing up a new site and went to set the URL to the Terms and Conditions and... the Registration URL configuration is not there anymore. The field is there and so is the link, but the link just opens a modal that contains the site front end. CB 2.4.6, Joomla 3.9.22
Terms and Conditions is entirely just a field type now and is all managed within CB > Field Management. You can have as many terms and conditions fields as you need as well.
