I have just installed build pkg_communitybuilder_2.2.1+build.2018.10.23.17.41.07.391045c79
On clicking 'New user' in order to check that password reset was still set to 'No' I get my own profile listed rather than a new clear registration form.
Immediately before the install I had clicked 'New' to establish the current setting and it worked as normal.
I then repeated the update on a second site and got the same problem.

Scrap this report. I was fooled because I was testing with CBSubs installed and what I got displayed was the subscriptions tab and I saw the heading 'Your Subscriptions' - 'Your current upgrade possibilities'.
On closer inspection the form is blank ready for new entries.
The subscription tab was last before the update but is now first.
Sorry to have caused concern. Happy for this report to be deleted.
