Frequently on one site with Community Builder, I go to edit a new user to permit (or refuse) access, and the details of the user show the previous user details.

What is the reason for this behaviour?

Your browsers autocomplete/autofill is filling out the fields. Commonly happens when using an extension like LastPass. We already set autocomplete="off" on the form and necessary inputs, but LastPass by default will ignore this.
