I am attempting to create a new user and when the edit screen displays it populates the fields with values from a previously deleted user. What is the way to correct this behaviour?

You likely have your browsers autocomplete or autofill enabled. Especially if you're using LastPass it tends to save form data to autofill then when you edit another user that form data populates. There's nothing in CB to do what you're seeing though so it's either browser extension, browser behavior (try a different browser with no extensions), or something 3rd party.
