allow users to "preblock" by email address

Being that with CB you can accomplish almost anything I am hoping someone can point me in the direction to accomplish this.
I have been asked to figure out how to allow the users of a site to enter the email addresses of people they know and to "block them". That way, should someone register (or has already registered) with the site using that email they would automatically be blocked from seeing that users profile?

I wish I knew, Then we would both know.

Currently this functionality doesn't exist. It's planned for CB Privacy to be able to block by user id, username, or email address. This would cause email addresses they have supplied for example to be treated as blocked and be subject to profile privacy blocking. Below is the feature ticket.
