Not sure why turning it off and on again would fix anything. You need to debug email sending all together. If using SMTP change to PHPMailer or Sendmail. Joomla will fallback of SMTP fails. You can test email sending within CB > User Management by selecting your user and using the Mass Mailer to send your self an email. Also ensure within CB > Configuration > Registration that the From Address has the same domain as your website or is empty so it uses the global configuration from address.
