How an Admin can register NEW user without email

Hi.

As admin, I would like to register for my user in the back-end. But many of them dont have emails.

So, how to change so that I can still register for my user without email.

If I leave blank the email column, i cannot register new user.

What file actually I have to change to do so? And which part?

Joomla needs email addresses.
