CB Rating and CB ProfileBook was created by sspec

1. is there a way to limit the rating? seem like anyone can rate multiple times, it make the rating lose its value.

2. Seem like the default mode of CB ProfileBook, enable the autopublish at profilewall and profileBook, how to set the default for all user is no.
