example I vote for Mr. X he got 1 karma, Mr. Y (on different Ip.) vote for Mr. X too .. be he can't Mr. X and all my member can't have 2 karma or more...

I'm sorry I don't know how to help you. I wonder if you are on a dynamic IP? Perhaps maybe try to uninstall and reinstall. Is there perhaps another plugin interfering with this one? Disable some other plugs and try it.

When a member rates an other, then no other member can rate the one that was already rated

Can this be a Chmod thing problem ?

Well the data is written to the DB so I don't really know. I'll check with Marc and see if he has any ideas...
