Is it not possible to give users the ability to use avatars from a URL which is an option on so many websites, i would really like that and it would save me server space.

I guess one could code this in with effort and knowledge.

However you would be rendereing the image approval process worthless.

But the cost of doing nothing is worse than what CB is trying to protect, the pros of my suggestion out weigh the cons, alot of people like myself are not concerned with the approval process.
