Most users IP Address does not change constantly even with dynamic ip addresses. The only exception would probably be mobile users bouncing wi-fi. Have you given it a try or at least enabled logging to see how well it tracks? At any rate cookie based is only going to be able to track a specific browser on a specific device so it too is going to have problems. Probably a system combining both might be ideal.
