Not sure if I missed something at the installation or haven't published a plugin, but since I have installed CB 2, there is no User List tab in Configuration.
I am using the latest build of CB 2.0 RC3 on Joomla 3.3.4, although it was missing in the earlier version - Joomla 3.3.3 - as well.
Userlist tab in CB > Configuration is gone in CB 2.0. Those settings are now list-by-list specific; so you'll find them within userlist edit. Any exiting userlists have had the global settings migrated to their individual list settings on install of CB 2.0.
