Is this parameter still available in Administrator / CB / Configuration ?
or should I hack cb.profilebook.php :

Yup, each CB ProfileBook wall has its own settings. Navigate to CB > Tab Management > ProfileBook and you should see the parameter "Allow Smilies:" under "Content interpreters". You should see this same setting on the ProfileWall and ProfileBlog tabs as well.
