How to: all users have free lifetime plan

My client CB site has the following setup:

a) 1 free lifetime plan called FREE CLASSES -> it is used to increase registration that could later become paid subs
b) 4 paid plans

Some paid members are reporting that they cannot access the conten in the FREE area. So, what is the best aproach to allow paid members to access FREE as well.

Is this FREE content protected in any way (CBSUbs or Joomla ACL)?

Plans need to be setup in Tiers. For example if Free protects Menu A and Paid protects Menu B then Paid can't access what Free protects. For it to work properly Paid must protect Menu A and Menu B.
