So this random blog text, upon clicking "Read More.." It refreshes the page and then makes the user (if the user is familiar with the site) rescroll to the blog area, what I would like to do is make the "Read More..." open in a new window. Where is this option located?      

Where do I start looking for a way to make the blog open in a new window to continue reading the rest of it?

CB Blogs doesn't handle the article display at all if you're using Joomla blog mode. That's just normal Joomla article display functionality. We've no control over Joomla's article read more buttons and as far as I'm aware Joomla has no setting to make read more buttons open in a new window. My guess is you'd need to do a template override of the readmore content layout and change that behavior in the template file itself.

We're using Gantry and Im not sure how CB would be added in order to move away from Joomla Article.

I don't see why it wouldn't work as Gantry is just a template framework, which would still be rendering Joomla articles that CB Blogs creates.
