How to edit user profile page?

May i know how to edit user profile info's as is show in the screenshoot?

Edit it how? Change the values? Login as that user and navigate to profile edit from either a Joomla menu item or from the menu bar at the top of your profile. If you mean move the fields around then you'd use CB > Field Management. I highly recommend reading the CB Primer Book for anyone new to CB. You can download it below.

Can i set "super user" or "administrator" to have rights to edit user profile?

Can community profile do something like this in profile design? Refer to the attachment.
I want to have more fields and can edit it.

Yes, see CB > Configuration > Moderation.

Yes, you can add more tabs and move them around in CB > Tab Management. You can add more fields to those tabs in CB > Field Management. You'll find a tab position map in the CB Primer Book to help you arrange your tabs to display the profile how you're wanting.
