I can set the moderators to ban a profile, but that person can stil have access to the website. If I want to block the user, than I still have to go to the backend and click on the user profile and than block user.
But what I want, is if the use is ban by a moderator, that he is also blockt from the website. How can I set this up?

Deactivation (aka blocking) is currently a backend function.
