Help with User Registration from Front-End

Hello everybody,

I'm trying to build a website which allows an administrator to add users to a specific usergroup from the front-end either with or without the added users having to activate their account from their email account.

How is this possible with community builder? How is this possible with Joomla?

Thanks in advance for your help.

CB has no features to add users from frontend at this time without using registration while logged out. I don't think Joomla has such feature either.
