Blank Page on Configuration Menu - CB 1.9 (Default Joomla Pack)

I checked the different disussions on the forum reated to this issue , but I couldn't solve my problem yet.
My Configuration:
Tested on Joomla 1.5.26 and 2.5.8.
Plugins, Modules, Component: Native (No added)
Template: rhuk_milkyway(Default).
SEF: Off
Debug: ON
PHP Version: 5.3.15

I excuted the phpmemtest.php the result was 99M memory allocated. It should be enough ?(Whithout others plugins running).
I didn't find what's going wrong ...

hey, did you manage to solve your problem? If yes, how did you do it?

For me it doesn't show blank page at all, it just keeps loading and loading and nothing happens
