expert files?

readme-Upgrade.txt file states:

To upgrade to CB 1.9 from CB 1.1 or CB 1.2 RC on a Joomla 1.0.x
or Joomla 1.5.x environment you need to follow on of the following:

- EXPERT FTP UPGRADE PROCESS or the
- MANUAL UNINSTALL/INSTALL PROCESS

Used the search feature on this site as well as browsed the documents, I see no such file It is missing/removed from here?
