It is unique in the sense that the button links back to that user's paypal account.
What my intention is, is that vistors to that user's profile can click on the paypal button to pay for whatever that user is selling. So each user needs a PayPal account and then has to create the button which generates the code. Then they need to paste that code into their CB profile. Even if the user couldn't do it and it would require an admin to place the code into their profile, that would be okay.

Please give me an example so I can comment.

Hi nant, I was able to work around the problem using Modules Anywhere, which allowed me to create a HTML module with the code and then call it within a text editor CB field. Since I wasn't entering the code directly, it worked as expected. Here is the code for your reference. The only part getting stripped out is
Code:
action="https://www.paypal.com/cgi-bin/webscr"
Code:
<form action="https://www.paypal.com/cgi-bin/webscr" method="post"> <input name="cmd" type="hidden" value="_s-xclick" /> <table> <tbody> <tr> <td> <input name="on0" type="hidden" value="Reading Length" />Reading Length</td> </tr> <tr> <td> <select name="os0"><option value="15 Minute Reading">15 Minute Reading $35.00</option><option value="30 Minute Reading">30 Minute Reading $60.00</option><option value="60 Minute Reading">60 Minute Reading $120.00</option></select></td> </tr> </tbody> </table> <input name="currency_code" type="hidden" value="USD" /> <input name="encrypted" type="hidden" value="-----BEGIN PKCS7-----MIIIGQYJKoZIhvcNAQcEoIIICjCCCAYCAQExggEwMIIBLAIBADCBlDCBjjELMAkGA1UEBhMCVVMxCzAJBgNVBAgTAkNBMRYwFAYDVQQHEw1Nb3VudGFpbiBWaWV3MRQwEgYDVQQKEwtQYXlQYWwgSW5jLjETMBEGA1UECxQKbGl2ZV9jZXJ0czERMA8GA1UEAxQIbGl2ZV9hcGkxHDAaBgkqhkiG9w0BCQEWDXJlQHBheXBhbC5jb20CAQAwDQYJKoZIhvcNAQEBBQAEgYCVJACkN7E2bUPELbkjUMOke+Sg+CQUTgxc5musRR9aOg165Wmt9aELwiqz92qlsxLpcfy3nHmvo8N7ShpP0YhebPehgkzmfWt92jFcNyNdP4sgO8LqqahUd2Jbhj6PD1E9NrF+9k5lWNEnz8IC2kIQ/jP5wge8aDbpoA8uPtpZtDELMAkGBSsOAwIaBQAwggGVBgkqhkiG9w0BBwEwFAYIKoZIhvcNAwcECEv8HLuQ65QZgIIBcC16eS+itTXHFo8ZER+GUmVOBGt2JpBKoArp4wMnSAp/qD9iTyVWZpT7MzXUHPWE9PL+1uwyTItm/dweYCX4d3fLROhv/B4HxbRzuisC35F99+Z/JjsEoGhJWBJ1+i9IDgW+wMu+fVAIAlJG7UAhz+TyOeKBPmTCS4/SD9mIaFUoxFe2GAaaR4tbwTDd7eDg5930ZNYUDZL2ZkFDqxjjhVaDEzGQz6JLBuOnWNcPAgW/FgumxTjwiDmCEsj0+2pmmm9aYm8v29ID+2wC74XEPlUcCmjSk88iKH9OCmZBvxHs+FePAi0cFDp4xgyV7o3D80fycYxb8TrCS6O/1OrMfziXifbtvHev1DRH2RfAqb8umKJkXe4W+LVJn1nX2Yg8fXh5KWWX+ix9WJ6bnUGfv0u5/7VUFevjedxaFtv5crT15qrymX6UOC9rVxN3++kZFwKRaRKkdlCb6ha++Zn1y8Gx1s0YeBILmDw5vXNEOG9HoIIDhzCCA4MwggLsoAMCAQICAQAwDQYJKoZIhvcNAQEFBQAwgY4xCzAJBgNVBAYTAlVTMQswCQYDVQQIEwJDQTEWMBQGA1UEBxMNTW91bnRhaW4gVmlldzEUMBIGA1UEChMLUGF5UGFsIEluYy4xEzARBgNVBAsUCmxpdmVfY2VydHMxETAPBgNVBAMUCGxpdmVfYXBpMRwwGgYJKoZIhvcNAQkBFg1yZUBwYXlwYWwuY29tMB4XDTA0MDIxMzEwMTMxNVoXDTM1MDIxMzEwMTMxNVowgY4xCzAJBgNVBAYTAlVTMQswCQYDVQQIEwJDQTEWMBQGA1UEBxMNTW91bnRhaW4gVmlldzEUMBIGA1UEChMLUGF5UGFsIEluYy4xEzARBgNVBAsUCmxpdmVfY2VydHMxETAPBgNVBAMUCGxpdmVfYXBpMRwwGgYJKoZIhvcNAQkBFg1yZUBwYXlwYWwuY29tMIGfMA0GCSqGSIb3DQEBAQUAA4GNADCBiQKBgQDBR07d/ETMS1ycjtkpkvjXZe9k+6CieLuLsPumsJ7QC1odNz3sJiCbs2wC0nLE0uLGaEtXynIgRqIddYCHx88pb5HTXv4SZeuv0Rqq4+axW9PLAAATU8w04qqjaSXgbGLP3NmohqM6bV9kZZwZLR/klDaQGo1u9uDb9lr4Yn+rBQIDAQABo4HuMIHrMB0GA1UdDgQWBBSWn3y7xm8XvVk/UtcKG+wQ1mSUazCBuwYDVR0jBIGzMIGwgBSWn3y7xm8XvVk/UtcKG+wQ1mSUa6GBlKSBkTCBjjELMAkGA1UEBhMCVVMxCzAJBgNVBAgTAkNBMRYwFAYDVQQHEw1Nb3VudGFpbiBWaWV3MRQwEgYDVQQKEwtQYXlQYWwgSW5jLjETMBEGA1UECxQKbGl2ZV9jZXJ0czERMA8GA1UEAxQIbGl2ZV9hcGkxHDAaBgkqhkiG9w0BCQEWDXJlQHBheXBhbC5jb22CAQAwDAYDVR0TBAUwAwEB/zANBgkqhkiG9w0BAQUFAAOBgQCBXzpWmoBa5e9fo6ujionW1hUhPkOBakTr3YCDjbYfvJEiv/2P+IobhOGJr85+XHhN0v4gUkEDI8r2/rNk1m0GA8HKddvTjyGw/XqXa+LSTlDYkqI8OwR8GEYj4efEtcRpRYBxV8KxAW93YDWzFGvruKnnLbDAF6VR5w/cCMn5hzGCAZowggGWAgEBMIGUMIGOMQswCQYDVQQGEwJVUzELMAkGA1UECBMCQ0ExFjAUBgNVBAcTDU1vdW50YWluIFZpZXcxFDASBgNVBAoTC1BheVBhbCBJbmMuMRMwEQYDVQQLFApsaXZlX2NlcnRzMREwDwYDVQQDFAhsaXZlX2FwaTEcMBoGCSqGSIb3DQEJARYNcmVAcGF5cGFsLmNvbQIBADAJBgUrDgMCGgUAoF0wGAYJKoZIhvcNAQkDMQsGCSqGSIb3DQEHATAcBgkqhkiG9w0BCQUxDxcNMTEwNzA1MDM0MzAxWjAjBgkqhkiG9w0BCQQxFgQUHuNaAuhNjMbWdqUfUY+SgPAbzQowDQYJKoZIhvcNAQEBBQAEgYBKewQNE+e0eXqAkzr2HIYEgPdhiDbWKxWWN4wcbxmmmsw3fEbB/0SGLc5zX1DkG4L7hVax7kgTc4/BxsGsxNpnOq+zdtGrVK9kY3pt5j/2b3I3ZDX9dIV/CkOIkT9aHb4jMTce8uKqAZz86H97ZMp+tZKGVC8Kbfa6D4ztXKitMg==-----END PKCS7----- " /> <input alt="PayPal - The safer, easier way to pay online!" border="0" name="submit" src="https://www.paypalobjects.com/en_US/i/btn/btn_paynowCC_LG.gif" type="image" /> <img alt="" border="0" height="1" src="https://www.paypalobjects.com/en_US/i/scr/pixel.gif" width="1" /></form>

Question remains unanswered in my mind - tell me which part of the posted code changes per user?

Sure, it's would be the product list here:
Code:
<select name="os0"><option value="15 Minute Reading">15 Minute Reading $35.00</option><option value="30 Minute Reading">30 Minute Reading $60.00</option><option value="60 Minute Reading">60 Minute Reading $120.00</option></select></td>
which would be different per person as well as the meat of the button which is the encoded PKCS7 string. That string make a secure connection to the user's paypal account. That string would be different for every user.

So the "60 Minute Reading", 60 Minute Reading $120.00 parts are user specific?
