Navigate to PayPal and once logged in click the gear icon top right. Next click Seller Tools on the menu tab. Now find and click Website preferences on that page. The identity token is provided in the "Payment data transfer" section once enabled and saved. The following URL should take you directly to this page if already logged in.

Thanks for providing the link. The new PayPal dashboard doesn't have any of the menu items you mention, but the link did take me to the required form, when I was logged in. Still don't know where the form resides through menus, but my issue is resolved.
