I've set up 'Static Conditions on already existing subscriptions and CB Fields and Dates to allow upgrades'.

This is working well. The plan is only presented as an upgrade option when the conditions are met.
But, I would also like to prevent people from reactivating or renewing a previous subscription to the plan if those conditions are not met.

Its possible that when they initially subscribed to the plan, they met the conditions. But they no longer meet the conditions, so I dont want them to be able to renew or reactivate an old subscription.

Is this possible ?

There's no condition functionality for renewals at this time. If their subscription was active at some point they basically also have permission to renew it if the plan allows renewals.

Only way around this is to delete their subscription entirely so they've to go through the upgrade process again instead of the renewal process. It's possible to automate deletion of a subscription using the CB Paid Subscriptions action in CB Auto Actions, but I don't recommend doing that; if you do want to try that I can provide the initial auto action configuration for you.

You might be able to try a multiple subscription setup. First set the plan to be non-renewable under the Pricing tab. Next under the Workflows tab adjust "Multiple subscriptions per user" to allow multiple subscriptions. Now create a upgrade condition that prevents upgrades to the plan while actively subscribed to itself. This might work by making their renewals basically be another subscription to the plan.
