We have a special plan on our website for some of our customers. This plan is a "Free subscription".
I am not sure what changed or if we f**cked up our configuration, but before I could see this plan in the backend on the subscription page of a user and select it for a user. Now it is only visible on pages for users that are already in this plan.
Of course I do not want users to be able to register to this plan in the front end.
Which settings determines that the plan is not visible in the backend ?
I have set on the workflow page:
Allow registrations: Yes
Allow upgrades: Yes
I have set on the Access page:
Published: Yes
Allow new subscriptions: Yes
Allow access from site frontend: No
Visible for Access Level: Super users
Visible for Group (and above this group): Super users
On the Subscription tab in the back end I only see the other plan and "None", unless the user is already in the plan.

That would be your issue. The access is checked against the user subscribing to the plan. So when you're editing a user it's checking if that user can access that plan. Due to this being set to Super Users you'll only see the plan while editing Super Users.
