I'm running into a lot of situations where our members have billing contacts. The issue for us is that the CBSUBS Paid Subscriptions Mailer sends to the members email address and the billing contact is not getting the invoice from our member. Is there a recommended way to setup a billing contact and have CBSUBS Paid Subscriptions Mailer send to the billing contact email rather than the member email in Community Builder?

Create an email field for them to supply the billing contact email address. Next in your mailer substitute in that email field for CC or BCC. It's not possible to override the To address for mailer emails. The user and the billing contact should both receive the email.
