We've no official integration with either, but I guess you could push data from CBSubs to an external system using Query (to use SQL) or Code (to use PHP) actions in CB Auto Actions.

It may not be necessary to develop a plugin. CB Auto Actions can cover a lot of usecases. It just depends on what you're wanting to do exactly. As for a starting point if you still want to develop a plugin I recommend reviewing something small like CB Invites or CB ProfileBook as a starting point.
