lifetime plans was indeed configured correctly so that wasn't the issue. Ironically I have isolated it down to a single subscription causing the issue. for some reason so long as I'm subscribed to that plan I am unable to subscribe to any other non exclusive, but exclusive plans are fine and work as expected.
i have gone through the settings and changed them but can't seem to figure out what is the issue with that single plan. any thoughts?
So your other exclusive plans work fine with purchasing the non-exclusive plans? Have you tried actively subscribing to one of your other exclusive plans then subscribing to a non-exclusive plan (separate purchase) to confirm they work fine together? If they do then I'm not sure what could be causing the issue with only that 1 specific exclusive plan; possibly a condition configured under the Workflows tab of your exclusive or non-exclusive plans?
