If they're subscribing to a new plan it'll count as Upgrades for existing users. If it's the same plan then Renewals. I would use Upgrades then have a condition to ensure it only applies to those with your old plan already expired if it's a new plan.In Promotions I see options for "Registrations", "Upgrades", and "Renewals. Registrations are described as new users, but these users will not be new - they will simply be requiring a new subscription since the ARB could not be renewed.
