Offline Payment - Basket Error was created by bins

After processing an offline payment, registering when and how it was paid, clicking either save or update delivers the following message:

WARNING: This basket is not pending for payment. Only Pending or NotInitiated can be paid offline here. You can't pay it here. Click Back or Close.

The payment is processed and all seems ok - this message seems out of place!

When a user starts an offline payment they need to click the confirmation link shown on the final page of the offline payment process. This marks it pending. You should be able to pay the basket then. I believe you can turn this final step off within the Offline Gateway parameters.
