Yes, it can be disabled. I've no idea why your account can not see it, but I see the option perfectly fine on mine. Please see the below screenshot.

If you are using PayPal Advance and you can disable it now, prepare for that to go away. I confirmed with PayPal that they are very likely serving up the old interface to some still. After talking to them we ended up switching over the client to PayPal Pro. So hopefully I'll have better luck with that plugin.
Unfortunately there is nothing I can do about that. Them removing the ability to disable it hopefully means it'll begin supporting recurring subscriptions, but as it stands it does not (even if I give it the necessary variables, which I already do).
