3.1.0 running but still not blocking as I would expect.

I had %.top to be blocked but alfredarh16@elainekeila.tokyo-mail1.top managed to register.

Why wasn't it blocked?

Was able to confirm the wildcard isn't working for domain block. Have added a bug ticket to investigate to see why it's failing.

forge.joomlapolis.com/issues/6807

Will try to have a fix out for today.

Ok, it's only partially not working. It's not working during registrations as during that block a user id doesn't exist yet (as it's trying to block the registration from ever happening) resulting in the domain block at that time not being checked (it pulls email address followed by domain from stored user object). Will adjust how it grabs that information to fix this for registrations. That user however will never be able to login with the block in place.

Any update on a fix for this? I'm getting tired of these time wasters using blocks of email addresses from a base domain.

It's already fixed and released. Install the latest CB AntiSpam build.
