can't install uddeIM

I've been installing extensions on joomla for years and I just can't get uddeIM installed! I've followed the CB tutorial, tried everything, unzipped the files, not unzipped. Still getting can't find xml file errors and just can't install. What could I be missing?

1. Do not unzip the files except the main archive (unzip1st).
2. Use the Joomla extension installer to install the main component, modules and plugins.
3. Use the CB installer to install the CB plugins.
4. Ensure that you have not a 2 mbyte upload limit when you install the main component package or install "english_only".
5. Ensure that you install the correct package Joomla 10./1.5 or Joomla 1.6+.

Why would I only have one component file? Not and 'english only' and an all languages version?

I've done everything correct. Why would I not have two com files? I only have one in my download. I do not have an english only version.
