Would it be possible to allow everyone to recieve notification of a global annoucement in the activity stream?
Im sure there is, but couldn't see anything in Auto Actions that could help.

There's no built in notification for that, no. You'd need to create your own using CB Auto Actions. Recommend reviewing existing notification system actions for examples. Could be a useful system action though and have added a feature ticket to review implementing for a future release.
