That's a Bootstrap popover tooltip. Some reason Bootstrap CSS isn't loading in at all. MyCommunity isn't a Bootstrap compatible template as loading Joomla Bootstrap CSS will cause it to break most of the styling. Unsure what to advise at this time, sorry. I've added a bug ticket for further investigation.
